I don’t know how the math would work. The 27 pay period thing exists because it’s looking backward over the year from the point of view of when you retire. By contrast, actual pay periods correspond to calendar years that end December 31.

It’s technically in the Charter. Or at least it’s a particular interpretation of Charter language that the Courts feel make the promise. And presumably the fact that no one ever intended for it to be interpreted that way is somehow irrelevant.

It actually has gone to the ballot and Portlanders voted to get rid of the 27 pay period loophole. That was overturned by the courts and would indeed need to be bargained if the City wanted to address it.

FPDR picks up the employees’ contributions. There is no contribution from the employees.

To the extent we’re the only jurisdiction with fees, you can’t say it would have no deterrence effect. The fee would be avoided by simply relocating to Tigard or Happy Valley or wherever. No one is under the illusion that the Federal government will actually be deterred into changing policy here.

I don’t think the stats in these graphs have much to do with whether the vehicle is autonomous yet. In SF, Waymo charges a small premium to uber/lyft, so the vacant time is determined by the overall market, which they’ve decided not to crash in SF, rather than charging their marginal cost.

I hate to say it. “Why paint a bus lane when no one takes the bus?” Is a dumb question, but “why paint a bus lane when TriMet can’t run frequent buses?” Is a harder question to answer.
