If we had a functional institutional structure, and an administrative state staffed by a representative body of citizen domain experts like functional Democracies do, the Executive Branch would not be able to start wars, trample due process and commit war crimes and pardon criminals.

Conservatism isn't conservative. It's a radical movement that has desperately tried to preserve Patriarchal institutional structures and the privileges of the dominant social class, White Europeans, since 1859. Conservatism has no place in functional Democracies.
