Like they couldn't comprehend changing their policy platform to win voters over - which is pretty fundamental to any representative government

Yes, it would be an improvement, but however it were staffed, I think it would become a target for either side in any attempted 'long march through the institutions,' at best.

It would also of course be a piñata for attacks by populists.

How would you ensure that it didn't get captured by partisan interest? The Supreme Court was, as I understand it, originally created as a non-partisan body, and look how that turned out.
