Maybe not create medicine per, but the human body is able to heal itself, so based on that knowledge and knowing blood is able to carry "messages" to the different organs, I'd say he could push the body of a person to create a particular disease, any that can be created via a persons genetics

I feel like in a way you COULD make Binghe do crazier stuff that just healing. It is known in medicine that blood is the primary transport medium for hormones through the body, one could even say he is able to control where said hormones go.
