Really? A number of democrat and swing states are signing onto an interstate pact to accept the popular vote. If they get 270 EC votes within the pact, we'd effectively have gotten rid of EC wins, as 270 EC votes would be promised to the winner of the popular vote. He wont suggest any state join.
