When the phishing test campaigns are run they can be and should be tailored for specific business units. If there are a large number of users who click, you can use the data to teach or highlight the risks it would have created if it was real phishing. Hope that makes sense

It can be seen as an opportunity to teach, open up discussions and communication with the user community. It can be further used to hone in on specific businesses when users of that business click on the phishing emails. IMO it is a net positive if used the right way.

Why can’t you do both? Phishing training has its purpose, not every org shames their users if they click on the wrong thing.
