"Reducing regulatory burden"? Lol. Just admit it and say that the word 'regulation' in the context of environment or health is as passé as the phrase 'civil rights' is to this administration. Reagan Unchained. Libertarianism jacked up on meth and steroids. That describes the Trump era.
