(Also, for full disclosure, I wasn't at Digital Extremes for either Necraloid or Loid's creations, so I'm just reading tea leaves here with you. But this is how I'd personally put the lore together. LOL)

I think the Orokin designed Cephalons to be a corporal punishment, but also a display of power. Someone useful enough to keep alive in some way, yes, but also a sort of futuristic gibbet. A display for everyone who might go against them. "Be careful, or else this could be YOU, NEXT."

Therefore, one could assume that all Cephalons *could* have been made as duplicates (Ordis, Otak, Suda, etc,) while the originals were allowed to live on. But the Orokin either saw this as an affront to nature, or--in the case of Ordis and the other victims of Nihil--against its purpose.

Necraloid is the only known instance of someone's personality being "duplicated" into a Cephalon body but not destroyed in its original making. This implies that the process of "cephalon-ing" (glassing) someone is not destructive by necessity, but destructive by design.
