The best parallel I can think of is the Nixonian approach to South Africa which was premised on the totally falsifiable belief that giving the apartheid regime the unlimited suite of unconditional support would make it more likely that the White leadership would moderate.

This is right up there with suggesting that people grow their own food in their backyards as similarly realistic
Suggesting SNAP be replaced with food banks is a proposal of equivalent seriousness to that anarchist thread a few years back suggesting that global insulin supply chains could be replaced by supporting “rural doctors and healers”
