We all know that 'getting' (x) 'on the NHS', is code for, 'definitely undeserving minority receiving treatment they should have to pay for and shouldn't need in the first place anyway'.

The actual language of the ministerial Regulations on education for 'handicapped' children, required by S33(1)EA[1944] and set out in Min. of Ed. pamphlet no.5 (share.google/CO5z1XKRonXO...) is far, far worse than merely 'ineducable'.

Yep. See Naomi, my friend's 'little big' sister, who got no schooling until after the passage of the 1970 Act.

(And, having been let down by education in her childhood, Naomi was let down by health and social care as an older adult, dying of Covid, alone in hospital, early in the first lockdown.)

Equestrian metaphor: 'rugs' are the overcoat things that you see horses wearing when they're turned out in a field. 'Rugging up' is the act of applying a rug to an equine.
