Yesterday I mentioned Keith Wilson and his buddy Nathan Vasquez cooking up a "community court" that assigns unpaid labor to homeless arrestees, and I connected it with Downtown Clean & Safe and the Portland Business Alliance, because these things are connected www.portlandmercury.com/news/2008/08...
Those prosecuted under the ordinance are dealt with in community court—which is financially supported by the PBA in partnership with Multnomah County—and they do community service through the PBA's community service arm, Clean and Safe.

On Wednesday, November 12 at 9:30 a.m., Portland City Council will vote on a proposal from Councilor Angelita Morillo to cut $4.3 million from Portland's Impact Reduction Program (IRP) — the team that removes trash, hazardous waste, and debris from public spaces across the city. This proposal would cripple the City's ability to respond to unsafe and unsanitary conditions in neighborhoods, parks, and greenways. It would mean fewer cleanups, more trash and needles, and greater risks for both housed and unhoused Portlanders. We need a strong turnout at Council to stop this. Hey Portland, I just sent this to my councilors*. City Council has oversight authority they can wield if they want it. Let’s get some pressure pointed at EPG to get this started and let’s get some answers from the mayor.

President Pirtle-Guiney and Councilor Kanal, Last week, Mayor Wilson told OPB that his $70mm shelter request was intended to satisfy the legal requirement preventing enforcement of the camping ban. His move this week to place PHB Director Helmi Hisserich on leave indicates his opposition to progressive remedies to the city's housing crisis. Taken together, the two actions suggest he wants to address the housing crisis on the demand side, by removal and/or attrition, through policing and pricing out the lower end of the market. With SNAP benefits ending, prices continuing to rise, and employment numbers continuing to slip, the number of residents on the lower end of the market is set to balloon. I am asking you to demand a full, public account from Mayor Wilson regarding: • his vision for the future of housing in the City of Portland - specifically who he envisions residing here • his personal feelings about the poor - whether he believes one's poverty is a personal moral failure, whether he subscribes to the "bootstraps" model of personal success, and whether he regards charity as a means of enabling undesirable behavior • his sense of how truthful he was about the details of his shelter plan, as a candidate and then as mayor in his budget request In your positions you are empowered to exercise oversight over the executive branch and the mayor. I expect you make use of your powers, and soon. Thank you.

His plan for the shelters is to create the circumstances in which it becomes possible for police to arrest the homeless for declining available shelter. The shelters are not supposed to be fully occupied www.opb.org/article/2025...
Wilson told OPB that he doesn’t believe this means his shelters aren’t working. “I’ve told my team I need hundreds of empty beds every night,” he said. “Having a system with no empty beds means our system fails.” That’s because, he said, his system relies on having enough shelter beds available to “enforce community standards.” That’s Wilson’s way of saying he wants to enforce Portland’s anti-camping rules. Keeping beds open is a key piece of the enforcement strategy.
