I would expect so. Some Local Authorities require would be candidates to be nominated by Councillors before they can address the Council. Fingal require 4 Councillors to support a nominee. However my Council its open to anyone.

Each local authority sets their own process. South Dublin will hold its special meeting on Friday 19th September.
