Misspoke earlier when I said not signing is a veto--i checked and it's true that if Newsom does indeed never sign the bills, they become law.
Also, under CA law, if he doesn’t veto them they become law. He doesn’t need to sign them for them to go into effect. Newsom is trash, but this article missed some important details.

when you download it you get a "ublock0.chromium" do not go into any other folder other than inside that one and you press select folder. the manifest file should already be in there but you cant see it cause its only looking for folders.

Yes basically for as long as the flag exists. it says its for windows, linux, macos, and chromeos.

you can get it back on chrome but you'd need to download it on github then go to chrome://flags and enable allow-legacy-mv2-extensions then unzip the folder and then go into extensions and select load unpacked then select folder on uBlock0.chromium and then it should work.
