The rules are a bit volatile I’d say, but the priority goes to active players, EDM got guys like Yakupov there.
Klingberg is a bit iffy, but the only guy you can replace him is somebody like Gavin Bayreuther.
On that note, first time free agent signings like Bayreuther (or Matt Murray) count too
