It is depressing to see standards being toyed with post-hoc. Wouldn't it be better to investigate why, historically, less than 35% pass the bar exams?

The "subsidy" they are talking about are mandated funds from the 2013 Sin Tax Law and 2018 TRAIN Law that are automatically earmaked to fund universal healthcare. These cannot be withheld by not including them in the GAA.
