Evan Phillips on a 1+Option would be a good add. He won't be ready until mid-year, but he could essentially act as a free trade deadline addition when healthy.

I know he isn't a velocity maven, but the Cubs needed strikeouts and based on what he's become...they just found a lot of them if you believe the velocity increase will keep.

The Cubs will almost assuredly have signed Phil Maton for at least 2 years...meaning the Chicago Cubs will have jumped the relief market for a multi-year deal.

That's very different.
