Conservatism at its core is about maintaining hierarchies... rich over poor, men over women, white over black, and so on. Some conservatives may try to soften this by acts of charity, but they don't concede that people in the less favored groups have enforceable rights. That's the core problem.

Canada has a parliamentary system where elections can happen any time. If a government can’t pass a budget, there’s an election, for example.
Small chance that happens this year, despite an election in April.
That’s different from the US, where failure to pass a budget means a govt shutdown.
