Will states spin up a shared nonprofit to fund and house data and analysis? Or will this some how be housed in each state? Or somehow decentralized?

Still, I think the courts might get to “complete relief” anyway via class actions as an in-kind alternative. Basically the same effect as a nationwide injunction.
Without some way of getting there, applying/executing law can become impracticable.

Judges keep stopping and reversing the bulldozering, including firing ED staff and canceling ed grants. The EO likely won't do much to change the lurching rhythm of these efforts.
