To be completely frank, I can't say I know for sure one way or the other. I did check and there is a process prior to disbursement of funds that includes verification of the identity of the recipient, so my hope is that that is enough of a safeguard to prevent outright fraud.

Exactly. The response basically seems to be saying, "What you've observed is interesting, but your explanation for the phenomenon is wrong. This is an emergent property of our economic system rather than some sort of planned action."

Is this a power he would intrinsically have as head of the IRS, or is this contingent on HR9495 somehow getting passed in The Senate?

You absolutely can support both. I oppose the death penalty because I don't trust the state with that responsibility and think our criminal justice system should be geared towards rehabilitation rather than retribution. That doesn't mean I think no murder is ever justified, though.
