Listen, I'm a defender, nay enjoyer, of 80s and 90s dubs and this truly is truly the worst dub I've ever heard. Even a fundamentally inept dub by humans has soul, this is like listening to only the bridge of a piece of muzak on repeat

As the Avatar marketing budget starts to render everything blue, a reminder that in 2013 Steven Joyce signed a deal allowing James Cameron to make unlimited Avatar sequels underwritten with a 25% govt subsidy. One big win for Joyce was the inclusion of NZ tourism ads on DVD releases.

I don't think anyone would be particularly surprised by the fact that this is a punitive policy that intends to enforce a particular moral view of welfare rather than a practical one, but I guess it's useful to have it confirmed in writing.
