The only thing to note is the rope appears post-core if you didnt trade your gun away and you skipped the booster 0.8 so I think it's basically a skill issue past the base release of the game - that one did NOT have a marker of where to jump in order to not fail the jump for the booster skip.

What, all you have to do is Not Trade Your Gun Away and then Jump Over Booster Grandpa and then you Get The Rope After Core Battle

That's because not doing the true end route is exactly the same but you get locked out of Hell /and/ you skip on the actual struggle...is like easy mode
