Again, no guarantees, but the main point is this: It is not at all clear to me that it is “smart” to repeat the thing that didn’t work.

…it’s nor necessarily impossible to do something novel there. They could at least attempt something that hasn’t been proven not to work yet.
For example, the GOP handed themselves a private right of action to sue the gov and get money for being investigated as insurrectionists. Creative!

Yeah, it is a problem when your negotiating partner breaks every agreement you make! Which is why they also, initially, claimed they were going to demand some method to prevent rescission (breaking the spending agreement) as part of any deal. Obviously that also got tossed. But…
