All sovereign debt issuance that I know of is the other way around: the sovereign sets the rate and the buyers offer a price.

Hence the difference between "placement" and "revenue" that you noticed.

But above we were talking about the repo facility, where banks borrow liquidity from the CBR.

No, we're talking about the repo facility. There the commercial banks borow from the central bank (with bonds as security) - nobody is issuing any bonds.

The central bank wants as much interest income as possible, so it selects the offers with the highest rate.

The banks are borrowing reserve deposits from the central bank. They pay interest on that loan, and whant to pay as little as possible, i.e., a low rate.

It's still a good number to know: it sounds like a P % chance of rain means that if you pick a random spot in the forecast area to hang out at for the entire relevant period, you should expect a P % chance of being rained on at some point.

(If you move around then you are more likely to find rain.)

In Sweden the work-from-home recommendations were first issued on 16 March 2020, and in-person secondary and tertiary education was mostly prohibited from 17 March for more than a year.
The vaccine passports were used only for large public events during the Omicron wave - I never had use for one.

That's a plain lie - the ruling does not stop USDA from making any payments.

It stays the court order forcing them to make the SNAP payments, but does not in any way stop USDA from paying out if they decide to do so.

Put the blame where it properly belongs!

Kanske, men specialdomstolar typ Arbetsdomstolen (t ex OSHRC) är inte undantagna, så de är helstängda. en.wikipedia.org/wiki/Federal...
Och de som jobbar gör det utan lön, i hopp om att få den utbetald retroaktivt i nästa budget: "Excepted work will be performed without pay during the funding lapse"
