Even in the USA arbitrarily killing suspected drug dealers would still amount to MURDER.

President nominates those he wishes to pardon. Two thirds of senate vote to approve or deny.
Simple.

A Pardons Board consisting of non partisan eminent jurists should be set up.
The president names individuals he or she wishes to pardon and reasons for the pardons.
Nine jurists are picked at random from the board to approve or deny.
President then pardons the ones approved by the board.
