I would agree the MMF is not a whole nation on its own. It would be more like a band, or conglomeration of bands, representing those who are registered as its citizens.

First, there's no such thing as a modern treaty. Second, the MMF is not a nation, it's a provincial organization, so it can't sign a real treaty.
The Manitoba Métis Federation will be the first Métis group to sign a modern treaty with the federal government.
The signing ceremony is set to happen on Saturday afternoon, and will recognize the Manitoba Métis Federation as the government of the Red River Métis.
