If the Chancellor had told the OBR what the Home Secretary says here is a firm commitment of the government, she would need > £7.5 billion of tax rises or spending cuts to afford to lift the two child limit. The fiscal forecast is based on not cutting immigration further & it drifting up to > 300k

One thing all but unknown to journalists, MPs and maybe ministers is that the MAC calculates annual inflows of net 110k are the level that has a stable population (and that net zero shrinks the population). So ought to be some limit on driving numbers down from net 205k given pressures & gains

So, what are the possible explanations for (2)?

The government says *because* "golden ticket" (UK rules are too generous + claims will fall if we come into line with Denmark + others) explanation has several problems, as it does not appear consistent with the facts of the dynamics

Philp should get as much challenge as Lam. It is his bill, which she supported. Her speeches, interviews and videos put it in more dehumanising terms - imagine each bead is a thousand people we can chuck around and deport - but it is his content too

Leader of the Opposition's Office say the policy would "need to be designed very carefully" but would not answer questions which the text of the bill has already answered. (It does apply to all other benefits, as drafted: it does not exclude the state pension either, as drafted and presented).
