I had thought they already did that, from a January 2020 document from the Central Bank via FoI:
Legal gender recognition should be made available to people who are non-binary. A recent response from the Minister for Employment Affairs and Social Protection states that an interdepartmental group of officials from Government Departments has been established to conduct an impact assessment of the implications of non-binary recognition on existing legislation, policy, and operations, as well as broader societal considerations. The group aims to complete its work by the end of 2020. A decision on whether to progress legal gender recognition for non-binary people will be dependent on the outcome of this work

A PQ response from Dr. Karl Neff of the "National Gender Service". Provision of any clinical intervention (including gender affirming hormone therapy and surgical intervention) is based on a fundamental clinical principle that to recommend any clinical intervention the apparent benefits should exceed any apparent risks. The approved model of care in practice at the National Gender Service (NGS) is based on a multidisciplinary assessment that takes into account all aspects of a person's health and wellbeing over their lifetime, rather than focusing only on gender and gender dysphoria. This assessment results in a formulation of risk and benefit that informs a recommendation on clinical intervention. An outline of the assessment process is on our website www.nationalgenderserviceireland.com While gender is one important aspect of the risk/benefit assessment, we usually spend a lot more time on non-gender aspects like social health and occupational function. This is because the most common complications of medical transition are a decline in social function, a decline in general wellbeing, and a deterioration in mental health. To reduce the risk of these complications, we must understand a person as a whole person in a social context. We do not recommend prescribing gender affirming hormone therapy in the absence of a comprehensive holistic multidisciplinary assessment, or if after such an assessment, the apparent risks exceed the apparent benefits. The question asked about the evidence base for complications. Unfortunately in transgender healthcare, the evidence base is underdeveloped, and what does exist is of poor quality. This applies for all aspect of transgender healthcare, as outlined in a number of recent systematic reviews, such as Baker et al in the Journal of the Endocrine Society in 2021. Therefore, in conjunction with the limited evidence base, clinicians must use good clinical judgment and clinical experience to ensure optimal clinical care.

The bullet that seems to be around trans healthcare is the same as a stock answer the HSE and Department of Health have been giving for a year.

I've so far only seen the opposite of these attributes.
Ensure a gender healthcare service that is based on clinical evidence, respect, inclusiveness and compassion.
