I keep forgetting "supply chain security" is a thing. In that sense, they do use "artifact" to mean "packaged good" to which they can pin an elaborate series of receipts that they can use as evidence to impose liability on people who's free work they took.

I would generally discuss software "artifacts" as distinct from software "source." In that sense I think it does align with the broader meaning, as a discrete thing that was made with and for some continuously shifting context.
