Yes. Knowing the kind of housing in these areas, they're 100% pulling in apartments & smaller houses with legit McMansions to make the wards a little more diverse, economically speaking

That's the case even in suburbs. Some parts of town are more likely to have housing that meets the needs of families with older kids than others. They'll have to do some weird gerrymandering to get the balance they're hoping for

3 YW groups aren't even the standard anymore. If there aren't enough girls, you can lump them all into one class. Again, a specific number of men (even young men) is required/expected but the women are *whatever*
