Montreal will continue the largest pedestrian street program in North America, committing $12mil to 9 pedestrian streets over 3-years.

This is a great write up about the history of food deserts. There are for sure other reasons - but many of them are related to this.

Simply put - local business owners care more about their community than a corporate board room does. And too many local business owners can't access cheap food.
1. The conventional explanation for food deserts—that these places are too poor or too rural to generate enough spending on groceries, or too Black to overcome racist corporate redlining — fail to grapple with a key fact: food deserts didn’t used to exist. My new piece in The Atlantic.
