I think based on everything I've read and seen, it's more likely the Seattle team was primarily a contract based team for R&D and it was just inefficient/kind of silly to keep them around when everyone else is in China.

They were never going to be at net ease for long because they are contractors.

It's barely even a lay-off as they were literally receiving contracts *as* they learned they were being 'laid off' from rivals.

I dont think layoffs are good, but the people who got laid off were literally done with their job, and their standard mode of employment are essentially year-long contracts.

They should have been under contract instead of apparently full employees, but it's not like this is something rare for them
