These actions open the question: is @govpritzker.illinois.gov aware of these rules of engagement? if not, is there a failure in the chain of command? I worry that governors nationwide will need to ask if they have both de jure AND de facto control over their state police commands.

If I were the judge reading this request, I would ask why CBP and ICE appear to lack coordination around issues that are so sensitive. And I would modify the order so that BOTH Holt and Harvick would need to appear, along with whoever at DHS is in charge of coordination between the agencies.
