Probably a small break in the century or so before the invasion when mounting gungan heads on your walls was considered gauche. And also they had already driven them to the more marginal lands of the planet.

I like the old canard that the only thing you really need to know about Naboo is that a) they elect literal children as their leaders and b) the threats to those children’s lives are so substantial they need an elaborate system of bodyguards trained from equally young age and decoys.
