Oh for sure. Having a highly engaged and literate population to borrow/buy books from well funded libraries and thriving bookshops, tax breaks, arts funding for festivals and individuals, loads of arts coverage on mainstream media - the whole ecosystem is designed to build careers.

Sadly that just reinforces the idea that anyone can do acting/writing/painting in their spare time, as a hobby, and it has no value beyond personal satisfaction. Look at how funding and professionalism transformed sport. Very little of that kind of money and support and pride goes to the arts.
