there are reasons to use water even when not using refrigeration, and I know at least some data centers do exactly as you said, don't use water.

I'm curious how many data centers actually do use water and let it evaporate away. most? all? some? I guess you don't know since you wont answer that.

or fans and a radiator, as I know is sometimes done. some don't even use water at all.

If a data center is just taking in water and ejecting it into the atmosphere that must be a location with cheap or free water.

I know its a big thing to assert that data centers use a ton of water, and perhaps some do, but there is no need to use up water at all. At worst you would have some fixed amount recirculating in a loop.
