I worked a cash register for years and I have no idea how sales tax is paid. It all just goes in the little baggie and then the big box gets picked up by the bank. I assume it gets paid to someone?? Somewhere?

And by “basic theory” I would have said “it’s like a tax on imports” I could not have told you who pays it or how it happens.
