The plan for SpaceX to retrieve Williams and Wilmore has been planned for months. The ship they will ride home on is, in fact, docked on-station at the ISS right now. It's been there since AUGUST OF LAST YEAR.
The new ship, is scheduled to launch in March long before Trump took office.
