We're sitting here being cynical politicos, but the point of the SNAP gambit was to cause actual pain to force this exact outcome. It wouldn't matter if someone starving blamed Trump or not, they'd still starve, and Dems at least purport to care about them.

If he needed the Pulse, he could have just kept being Mecha Man. I think the Pulse has some sort of major downside, or is perhaps poorly used by the suit. Super heroics is a weird use of infinite energy.
