The article is not about which countries can use the money. The article talks about excluding manufacturers from those countries and only spending the money on EU made equipment. Also, UK equipment can get in, but they have to sign defense and security agreements with the EU, so it's up to the UK.
I don’t get this outrage. The UK can be in on most of ReArm Europe and the EU even sounds open to discuss budgetary elements of a security partnership. Seems like a nothing burger with a simple solution - sign a partnership, negotiate UK contribution, et voilà.

When I click on the "Europa Oriental" link their only source is the UN's geographic Regions. However, when I go to their source it contradicts the Europa Oriental Wikipedia page regarding Armenia: unstats.un.org/unsd/methodo...

This seems like an error on the part of the Wikipedia editors.

For all I know the Council could have the same opinion as you do, but for us to know Canada would have to apply first, which we don't even know it going to happen. I just wanted to point out what is considered a "European state" is not as cut and dry as many think.

I mentioned it because many people who look at the Copenhagen criteria and see European state mentioned there think it's only based on geography and nothing else. And whether they are too foreign to us culturally or politically that would be up to the Council to decide.

That says "geopolitically European", which means the same thing I said, that it is recognized culturally and politically as a European state. It doesn't mean it's geographically European.

Armenia is also geographically Asian, but has been recognized as a "European state" based on cultural and political reasons and managed to join the Council of Europe. And their parliament just adopted a bill to start EU accession.

A nation can be recognized as a "European state" based on either geographical, cultural, or political reasons. It is not as rigidly defined as one might think. It is how Cyprus, which is 100% geographically Asian, has managed to gain membership in the Council of Europe and then later the EU.
