I don't know about the technical issue in question, but if you don't want those notifications, you can change the settings under Settings > Notifications. I personally have reports of reports disabled.

I've confirmed that there is a setting to opt out of Grok, but like the rest of Twitter's settings it's a nightmare navigating the menus to get there.
I'd share it all step-by-step in writing, but it's so damn convoluted, as you might see in this video.
