Seconding checking the ethernet cable to see if that's causing issues no matter what device that's hooked up to. How long is the cable? Longer than 25 feet?

Also: Run a packet loss and speed test! Try Cloudflare's tester, which should show you if you have a TON of packets just not arriving at all.
