I might not agree with it but it's completely within their right to restrict what is & is not accepted onto their platform. A bit of an over exaggeration to say that they're dictating what gamers can and can't play. The game is easily available from other platforms (Humble Bundle).

The "High risk areas" are the cold Scotland & warmer South of England.
