Tom doesn’t seem to remember that Republicans sabotaged the PP&ACA risk pools after it was passed. It never functioned as designed thanks to Rs. The PP&ACA would have been so much better for Americans who did not have employer healthcare insurance had they not done so.

How do you know they didn’t try? From what I’ve read, Thune up it in at the last minute after cloture; all Rs backed it which after cloture only requires a majority and most Dems were against it.
