True, but the RAT is a last resort method converting (through many exchanges) the potential energy of altitude into electrical/hydraulic/pneumatic system usable forms. Generally, if you are poping that thing out it's because your engines died and you have a limited amount of altitude to exchange

If I had to guess, it's a reference to the war of 1812. During the war, the Americans attempted to invade Canada as a means of forcing Britain to negotiate. The invasion failed and later in the war the British burned the American capitol and White House.

I think it becomes a matter of them huffing their own supply. A lot of fascists rose to power by creating a fake reality for their followers that only they are special enough to solve.
They also had massive enough egos that they got sucked into this fake reality because they wanted to be special.
