This all feels like a moral panic, a "we have to do something" so let's blame the thing that wasn't an issue when I was younger, irrespective of if it helps solve the problem or not.

Bullying is a society wide issue, and reducing, let alone stopping it, is an incredibly difficult task.

If you want to stop bullying you may want to start by not having the state bully people.

And by state I include the 4th estate.

Banning phones in class *may* improve kids attention, but that's not the stated goal (and I'll let a teacher/ta chime in on if it's actually an issue)

My teachers were unable to stop me being bullied because they were worried doing so would be in breach of Section 28 of the Local Government Act.

Today we have governments on both sides of the Atlantic determined to impose rules that revisit Section 28
