So it remains this mystery jumble of symbols that you can only guess at the word for, even if you know what a parsnip is.

In the 3 cue system, you'd look for a picture, look at the shape of the word, look at the context of the words around it, and have a guess. If you don't know any similar words you'd just skip it.

Say "parsnip" for example. If you can read phonics, you don't need to know what a parsnip is to read the word "parsnip", you just sound out the letters and blend them into a word. You can look up what a parsnip is in the dictionary.

It's the stage before the dictionary that they're struggling with. Looking up a word in a dictionary only works if you can read the other words that tell you what the word means.
