It’s not hard to figure out. Nato changed how they measure Nato spending. Eg, critical mineral mines, coast guard, port expansion, railway lines etc. If we change a classification on a ledger that spending is part of our NATO commitment. The 5% isn’t military hardware its much easier to reach now.
