In western PA, water trucks are often labelled "residual waste" when it's actually highly radioactive frack waste water just driving all around town. This allows them to dump at landfills too.
I moved my family away from there because O&G owns Pennsylvania DEP and everyone there votes for it.

One thing that really strikes me about all these leaked emails is how terribly written they are. I know they're private and not intended for public consumption, but do people really communicate this poorly? Poor writing reflects sloppy thinking, imo.
