When wales regains its lost territory there will be one central library. No other libraries will be allowed. But the big one will be city sized, right on top of Rome just to insult it. By on top I literally mean on top, like floating on top. Welsh technology can achieve this.
It also makes it harder for them to ban books.

When I was a child I sometimes had had nightmares of a Zamboni chasing me in a mall. There was this huge glass spiral staircase that went up forever and the Zamboni managed to follow me up the stairs. This dream setting has since expanded into a large tower with elevators, it was the setting
