It's not about efficiency. It's the owner of AccuWeather, who has been trying to get the NWS closed for years so that he can have a monopoly on weather prediction. I'd bet on it.

This is why there should be raids on any places he might have hardware, that equipment should be seized and the data deleted by law enforcement. It wouldn't get rid of any data he's moved to remote servers, but it would be a start.
